I can't seem to beat Xigbar in The World that Never Was. Is there a certain method to it?

Yeah, he is really tough. I was at level 50.
First, you should have plenty of Potions and Ethers. Give some to Donald and Goofy and set in the customize menu to 'Last Hope' so they don't waste them.
I would equip the abilities 'once more' and 'second chance' for his big combo. Also, equip Leaf Bracer, that might help during the big combo.
Use the reaction commands and block his shots with guard as much as you can.
