of course its porygon, but you can only evolve it on gold silver crystal, ruby, sapphire, collusuem, XD,LG,FR, and emerald. You must evolve it by giving a porygon, any level a upgrade, then trade the poryygon, to make it evolve.

You can only buy porygon in firered or leafgreen for 6,500 coins in the game shop in celedon city. You can get the upgrade after beating the battle tower thing on seven island.
