u need to beat the last gym leader an u get it from someone in sootoplis city..i think..i dont remember...

Yeah, Rat in cage is right, you get it when you beat the last gym. Either the gym leader gives it to you, or one of the people standing outside the gym does.

no before you get in the gym you will get the move waterfall
