If you play the story line mission, you will need to buy it to continue the story line. You can buy it when your mission reach to San Fierro.

Complete the driving school in San Fierro. Then you can buy it if you are on second island.

He is telling rubbish , you can buy it after the mission "Puncture wounds" that you need to steel a car at docks with cesar , not the driving school!!!
