I have gotten three badges and now i am trying to get to lavaridge. How do you get there? Is there a cable car? and where?

Head North of Mauville (you will need rock smash) then turn left at the desert. When you get to the ledges go north up the stairs and you will see the cable car. You need to battle Team Magma and then go down the mountain on foot, not in the cable car. And you will end up in lavaridge.
