I've read somewhere that to get Chikorita, Cyndaquil, or Totodile you need to beat the Elite Four and have atleast 60 pokemon. Then somewhere else said that you needed all 202 pokemon of Hoenn. Which one is right, and is there a way to get the original starters (Bulbasaur, Charmander, Squirtle)?

for the Jhoto starters, you have to fill up the Hoenn pokedex, and to get the Kanto starters, you have to collect all of the Frontier symbols
