I think tha means your dog (or dogs) have gone to the restroom (#1) more than three times. I think thats what it means.

Those "blue flashing dots" you say are like pee where the other dogs went to the bathroom. Whenever you dog stop anywhere to use the restroom or get a present, the closest "dot" or pee, will start flashing saying like "A dog went to the bathroom here"... I think its something like that but I'm sure it's where a dog went to the bathroom because whenever your dog is close to the pee, it would either: A)sniff there and keep on walking... or B)sniff there and pee there...

I was going on a walk my dog peed near a ? and when i got to the ? the dot my dog peed at flashed
