Hi, I can answer both of your probs, Fussili's phone will be in one of the following places, in the dessert or near the cows that go moo. To get your hotel's rating will only go to 100% if you buy every single room from the town hall. It will cost you a lot of money though!

You can some times also find it in the hotels car park like thing
