I want to install the Epic mod to have increased population cap but even though I extract the FACTIONS.XML to the Star Wars Empire at War\GameData\Data and I had to make a XML folder to put the file in, because it was not already there. Well I don't think it's working, so is it that the mod is bad or did I mess something up?

it might work if you download empire or rebel cheat file and then replace the FACTIONS.XML
