I normally get as many skills in as possible from toodler to teenager, because they gain skills quicker in those stages of their life than young adults or adults. The easiest way is to put your sim through loads of studying while their young, and not so much when their older. Also I usually keep mum and dad living apart while the sim is growing up so they can really study. Also as soon as they turn teenager move out the parent, just until they go to college so they can really consitrate on their skills. I normally manage to fill all their skills when their a teenager. Give it ago, it's easy really.
