i beat the elite 4 already and the guy to mewtwos cave is still standing there. how do i make him move?

u gotta get the ruby and saphire on the sevii islands and give them to celio in the pokecenter on one island, then beat the pokemon leauge again, but they have stronger pokemon then b4! hope this helps!
