Islands Four - Seven: Beat the Elite Four and the Champion, then help Celio find the Ruby on One Island (in the cave on Mt. Ember where the two Team Rocket members are just standing by). For Islands Eight and Nine, you need to either cheat for them using and Action Replay, Code Breaker, or GameShark to get the tickets to the islands. OR you can get them uploaded into your game from a Nintendo event such as Nintendo Rocks America.
