Well...when you see it the first time you should be able to go to your pokedex and search the area for it on there.The pokedex should show you the new area in which Latios is
I heard that if you get a max repel and use it next to the grassy area right after you head north of saleport and get an acro bike and bunny hop until the repel wears off then the next pokemon you encounter will bunny hopping will be a laiti@s.

Does anyone know if he's right? And if you don't catch latias can you find it again or do you only have one shot?

you can find it again. but, when you do, its best to use the masterball on it if you havent already used it
