ok, you find feebas in the water next to the 6th gym leaders town(forgot what its called) and they are in 6 of about those 200 tiles. i think the tiles change each day, but im not sure. you wanna use the good rod when trying to get it. if you wanna evolve it, make sure its 1 that likes blue/indigo pokeblocks. give it all the pokeblocks it wants(have to be blue/indigo) and when you level it up a level, it should evolve into a milotic. hope this helps
