To matt r i'm pretty sure that you don't press F5 to make it work.

u need to leave a space after poplation and leave a space after city name max population per cheat is 4000 and dont forget to make the begging letter of the city name a cap.only one cheat per game load so if u want to do it again u have to completely close the game and start all over (pain in the but)

i can't get the creat units to work i type it in exactly like: create_unit"Rome""Urban Cohort" 5 9 9 9 can any one help me like show an example of how to make urban cohorts at rome???

meh..if you read the above posts, you'l realize it's probably "roman urban cohort" instead of "Urban Cohort"

ok, eg you want to create unit in rome, you have to type in create_unit "Rome" "roman praetorian cohort urban i" 5 9 9 9

coz the name in the game is different in the directory

If u want to create units, here is how to do it, type this exctly to get urban cohorts:
create_unit "Rome" "roman praetorian cohort urban i" 5 8 8 8

thanks scorpion that really helped!!! but i do have another question, do you know what the instant units cheat is cause i know instant building cheat is process_cq but i can't figure out the units cheat i tried process_rq and i've tried process_rc but they don't work 🤔

Apperrently you need a cheat patch from gamecopyworld to use the instant train unit cheat but both process_rc and proces_rq work. Just look around these blogs to find the exact URL.
