When you have the blue feather and you do everything but you can't get a heart from Nami just propose to Celia and Muffy and when they say something like "Are you serious?" Say No. Nami will then feel alittle jealous and then when she finds out that you didn't marry them she will like you more. It worked for me! 💛 I hope that helps.
