the seviper thing is a building at battle frontier, and after you break up the fight between Kyogre and Groudon, they go into their cave, which you will be able to find after you beat the elite four. you go to the weather institute and the guy upstairs by the computer tells you the area and he either says that there was a lot of rainfall or a drought. When you catch the first one, go back there and he'll tell you were to find the other one

a drought is groudon a rainfall is kyogre.the difference besides type is that u need dive 4 kyogre so make sure u come prepared!
