i dont think you can get rainbow wing on pokemon silver, that only comes out on Gold so u can catch Ho-oh, you can only get the silver wing on Silver cuz that is wat you use for Lugia

rainbow wing i think is given to you by this old man in Ecruteak City in Tin Tower i think, and to the TM question, well not all TMs are on sale just a few, there are many but not all are on sale
you get rainbow wing in goldenrod city in the radio tower.

But on a mart guide I looked at on Gamespot.com it says you can buy TM08 (Rock Smash) at Goldenrod City, but o well. Also does anyone know where to get TM08 (Rock Smash) then? 🤔 Thanks, GameFreak5000

But hey ASsault you don't get the Rainbow Wing in the Tin Tower in Silver , you need it to get on the 2nd floor of the Tin Tower.
