when you beat the elite four. Go to the place where you battle misty. You have to get across from the river to enter the mewtwo cave. I can't realy explain it very well becuase i stoped playing pokemon for mounths.

Actually you get FLASH from Professot Oaks' aide, you have to go through diglett tunnel then go down to the big building, and if you have 10 or 15 pokemon (I can't remember how many) he gives it to you.
