well ill give them a 8½/10 get rid of the HMs and give mewtwo and deoxys some stronger attacks and then u will get a 10

just use some other pokemon deoxys having HMs is just a waste man hes way to powerful for that

Lets see.

Rayquaza:

Take out Rest for Thunderbolt,Thunder,Ice Beam,Blizzard, or Earthquake.

Latios:
Take out Water Pulse and Psychic for ThunderBolt,Aerial Ace,Shadow Ball, or Ice Beam.

Swampert:
Take out Dive,Strength, and Waterfall for Earthquake, Brick Break, Blizzard, or Ice Beam.

Kyogre:
Take out Surf for Shock Wave, Ice Beam, or Hail.

Latias:
Take out Surf,Psychic and Secret Power for Solar Beam,Sunny Day, and Earthquake but you dont have to take out Psychic but defenetly put in Sunny Day and Solarbeam.

Groudon:
Take out Rock Smash and Cut for Eruption when he learns it on level 75 and teach him SolarBeam.

I'll give you a 5/10 to many HM moves.
And level your Pokemon more.
