togepi is ne of them new ways where u have to keep it in or party and battle with it too make it love you u could also try iron and protein and a haircut once it loves u enough it will evolve (so basically it's like pich,cleffa and igglybuff

umbreon on the other hand u can either trade it from colosseum or u can do the same that u did with togepi at night

for your togpie to evovle to a togichick you need to give it special items found in the goldonrod city compartment level 5. there are items like zinc and stuff give that to togipie, keep togipie in the front of your party and give it haircuts (haircutters in goldorod city undergound) keep doing that it will evovle in no time. But trie not to give it berries and potions take it to a pokemon center

(it dislikes potions and berries and other revivle stuff)
