you don't. after you beat the pokemon league challenge (elite4 and champ) you get the national pokedex from prof. oak. you then go to one island where you talk to celio, eventually you get to islands 4-6 and eventually start seeing johto pokemon that you can capture.

uh, u cant. BUT, once u've beaten the Elite Four and have 60 pkmn recorded in ur pokedex, then u get the national dex, which enables u 2 find the gems 4 Celio, and when u got both of em, then u can trade pkmn with saphire/ruby/emerald, and then u can catch jhoto pkmn
