you need to get every pokemon on your pokedex (Not celibi) go see professer oak in the kanto region hell give u a wierd looking ball.go back to the johto region go to the forest south of goldenrod city place the ball on one of da shrines and den celibi will come out catch it and*dum dum*celibi is yours to keep
