To get an azurill you need a female marill/azumarill holding a sea incense and a male marill/ azumarill and put them in the daycare.(The sea incense is found in mt. pyre). I beat emerald once, ruby twice, sapphire twice, so ask me if you need any help.
In pokemon emerald I have 2 rayquaza's, 2 Groudon's, 2 kyogre's, Latias, Latios, blaziken, Sceptile, and Swampert. Please Don't ask me how I got them.
