Every version is different, like you can get different characters on other ones. On the japenese on you can acually get pan. Which kind do you you have final destiny and from which part of the world.

Oh yeah, you need to have all your characters at lvl 99, have 100% capsules and have all 20(or 21) voice reanactments, once thats done, go to capsule shop and check on the list to see if a Bulma capsule is there and bang you got it. I read that off a site somewhere, it sounded true.
