You can find it after you see ocelot the first time with his new gun, go to the big swamp to the north, swim forward right too the end and you will see loads of rope attached to a tree just go on to the bank and follow it over too the other random bank and the croc cap is there

if u wear it and swim about in water gaurds think ur a croc so u can shoot em
