You can't get jirachi that way, it's weak too. But you can get it with pkmn colosseum, pkmn channel, or action replay (I don't recomend action replay). Deoxys can be found in pkmn FireRed and LeafGreen by a nintendo event. My deoxys is on level 82 and can beat anything. I beat the elit 4 with only him.
