In Lavender Town there is a pokemon tower you can climb to the top of and there is a guy up there you rescue from team rocket, he gives you the pokeflute to wake snorlax. But first you must defeat Team Rocket in Celedon City Game Corner and get the Silph Scope so you can get past the ghosts in the tower

In my opinion choose Squirtle. For one, he can beat both fire and grass (if you teach him Ice Beam, which is a great idea). There are also not very many water type pokemon in the beginning of the game, so its a good idea to get one trained early.
