The only way to him is when Vegeta get SS4 but if you use him while SS4 on his DU then it gets messed up and your fighting broly. Just when you turn into SS4 with vegeta he's a SS Vegeta ape. (This will happen only once in the game)

Know one really cares about budokai 3 on how to get a monkey. Today is september 23 and it seems nobody really posts on this topic anymore. The next DBZ game will come out, and i think many people know that the game is coming out and also know that Ozaru will be in it as well. Theres no need for reviving a dead topic 7 mounths later.
