Best way for that is that you could order all the parts for your PC online web shop, and then assemble it yourself or someone else does it for you.

What tontsa00 has said is the best way. Plus it is cheaper building it yourself also these days it is not that hard now either.

This is 3 years old but a good reference point for $350 budget
    Link

You can save more by buying components second hard through sites like ebay. Even more if you can salvage a hard drive and CD drive from another computer.

The Ryzen lineup will be selling the lower end models of that lineup in the future. May want to wait and see what it can offer.

This is the go to site for building your own PC Link (PCPartPicker)

They have builds for every budget and an extremely helpful community. It'll even show you the best prices for the hardware you need and check for compatibility.

    My Setup:

    AMD 8350 4.2 Ghz
    16 Gb's ram (1866 Mhz)
    1 TB HDD (C:\ Drive)
    GTX 970 4 GB Gpu
700 Watt Power supply from Corsair, (don't settle for any other)

That config was about $300 (without the GTX) (and PS which was from a previous build) and I built the pc myself, saved a ton.

I'm planning on upgrading to the AM4 CPU soon, and will get a New Tower just so I can really go nuts with cable management. The new AM4 cpu does DDR4, You'll want it... But it alone w/o anything else is $500
