to find ash you must first get to silver cave after going to pallet town in Kanto. then talkto professor oak in his lab. you must have all badges and the pass he'll give you after you get the kanto gym badges

Close, but your not quite there.
After getting all the 16 badges, talk to professor Oak in Pallet town and ask if you can go to Mount Silver.
After he permits you, go to the place where victory road starts and take the route on the left (which was originally guarded by the guy there).
Keep going left till you come to a pokemon centre next to a cave.
Enter (you will need flash) the cave and keep going up, you will meet some decent pokemon there from lvl 45 - 57.
In the final room, you will meet a guy named red....just standing there.. 🤔 ....
Talk to him.... and then you battle.
His pokemon are all 80+ so beware, especially for his snorlax..
First he sends pikachu (2 earthquakes and its doomed .
In all he uses blastoise, charizard, venusaur, snorlax, espeon and pikachu.

You can surf from Fuscia City. Heading left then walla Seafoam Island.
