Playing as Vampire lords, all options work as normal except the 1 Turn Units, have tried all the suggested steps and still not right

In reality, what does not work is the nr 2 and nr 4 button.

I can't seem to get the fast spell cooldown running? anyone else have this problem?

edit---- Tested mutliple times, new games, with and without mods, with and without av, Spell cooldown is not working.
