I was wondering if anyone knows about a way to max out character stat / skills (stamina, strength, etc.) in singleplayer.

There used to be a CH trainer that let you max out your SP skills by using them. They removed that trainer for some reason. On another note, there is a GTA V Save Editor (search perhaps "GTAVSE" ) and that allows you to do a lot of stuff like alter money, skills, etc.
