    change your passwords and do not add any money to your wallet.

    // Edit 1

    if you try to add money to your account, it will show somebody else's account. instead of yours.

    I loaded Steam and noticed it was in Polish (?) and it was logged in as someone name sosna or something like that.

    Is it an actual hack attempt or is Steam just being broken&buggy due to the holiday sale stress?

    a google search simply gives me the normal results, zero about a current ongoing attack

    and now a person in one of the steam groups im in posted this, again without a source

    "Since everyone thinks it's hacking - it's not. Valve is caching pages and that's why some people are seeing the same accounts on the same pages. They really shouldn't be caching pages of logged in users - In fact they should be priming their cache through scripts rather than waiting for someone to hit the page."

    Since both passwords and steam guard is being bypassed it's likely authentication keys being messed up and exchanged randomly putting you onto other accounts without the ACTUAL info in your possession, it could be a hack attack but it'd have to be an inside job because for something like this to happen you need physical access to the servers. You can change your password if you fear the worst and it may not be a stupid idea but it's not all that nessesary.
