I completed it. You have to be in a faction and do some of their quests in order to join them. Then, gather the materials for the Spoiler:
Am confused here,
Joined the Brotherhood of Steel faction after doing several missions for them.
Built everything next to Brotherhood of Steel airport.
Have all the mats.

gotta make sure to remove the rugs on the floor had the same issue intill i some else said to make sure nothing was on the ground

Yeah, removed all the rugs, benches, wood and other stuff. Only things that would not be removed/scraped were the tires and concrete block/barricade's.
Do you have direct link to that comment? Tried google search and nothing comes up that gives a through walkthrough.
Update. Removed my powerarmor, did another walk on the ground and removed anything that was close to me, seems you have to be close to the tires to scrap it.
Still not working. How do you wire the beam emitter with the reflective platform. Been trying to connect the two but will not connect, even tried connecting via the generator's. no such luck.
also both generators are turned on, they should be producing total of 20 power, do I need a outside source of power to power the generator's? Tried putting in a third generator and power requirements goes up to 30 which is red.

You just need to connect everything via electrical cables.
I needed to use three of the largest power generators.
The control console and satillte dish looking thing need to be connected to the generators.
The big arch looking thing connects to the teleporter pad thing

Clearing everything and rebuilt everything including three large power generators and wired everything on same grid.
Now everything is working.
