You would be correct in that assessment.

Guys, I just finished the Main campaign as well as Far Harbor literally minutes ago, and the trainer is working perfectly for me. Yeap, there was a very minor update, something like 80-85MB is all I saw.
To test it, I just went back in with no trainer. I built out concrete, metal and wood until the remaining resources were too small to craft any of the prefabs. Then I activated the trainer and tried it. It gave me 999 in all three and I built over a dozen of the largest prefabs as well as several dozen concrete panels and the three Resources all remained full and didn't lose anything off the totals as I continued to build.
I also tested using the Weapons and Armor workbenches, both with and without the trainer and got the same results.
You might Troubleshoot and try some of:
-Have Steam verify file cache
-Delete all remains of earlier and current Fallout-4 trainers and dload a new copy
-Put the trainer in the folder with the game's Exe file
-Disable OR uninstall all Anti-virus and firewall apps to at least test the trainer
-Right-click and Run As Admin both the trainer and the game
-Make sure the building you're trying to do is within the normal allowable parameters of the game.
I hope it's one of those or something similar as it really has worked not just for me but also for a couple of my friends that are also currently playing FO4 using the trainer.
Edit: I just noticed there was a new trainer posted June 2. I'm still using the older one since the options are still working for me. Perhaps one or the other would make a difference for you though.
