Is there any possible way to add an "increase settlement size" option to this trainer?

It is very easy (even when heavily managing item count) to go to the limit of your settlement.

to get easy crafting also for building settlement things.

So I've been running into an issue in workshop mode where I will have all of the components/requirements to build say, a turret or and electrical conduit - but when I hover over the option it doesn't allow me to place it. Some higher tier items like the wind generator can be placed but not the lower tier ones (generators 1-3).

Unlimited items and free workshop options don't do anything to remedy this.
