Aaaand yup, went offline mode and got the same "This game is not yet ready to be played offline" message. unfortunate... If anyone has a fix plz do share. Thanks again all.
But atleast the unpacker works fine... lol

Is using the VPN a bannable offense with steam? What is the likelihood of being banned?

Valve has been wary of people using VPNs to unlock games early...

Its a **** move when they ban people for it, since it isn't really anything serious in a sense.

Oh and Don't forget some tuts on ASM and defeating DMA

They dislike it mostly when people use VPNs to purchase games. Many times the US cost is ~30% lower than the EU one. Not to count in other regions on top of that.

They locked a bunch of VPN threads at steam Fallout 4 discussion hub, something about using VPN violates the ToS agreement with steam
