Bethesda has always had the same console codes in every game. Here's one I'll use:
tgm (toggle god mode)

Check for any configuration or user settings file. Often times they might have console disabled.
If this engine is like skyrim, then normal F03 and FNV codes might not work.
I've found no point to activate the console in the .ini file of fallout 4.
I hope its upcoming a other way to activate them.
