If I purchase a custom trainer for a current version of a game that is not retired and ask for a specific option (one that was done but no longer included because of the "too many updates" reason.)
1- Is it possible? 2- Will it be only for me or will it be community released?

It could probably be done, but it wouldn't be cheap. Yes, it would be released to all premium users. It would also cost extra to have it updated should the game continue to patch.
