Spoiler:
In the mission for to catch the Plastic-Masked Man alive, I decided to used the parking area as the place of the ambush. I was able to neutralize the Man in Mask, before the rest of his squad. The game hooked up, and I was not able to leave the combat mode, against the fact: that later I killed all the other hostiles on the map.
So be aware in that particular mission and place to leave the Masked man for the very last enemy for down.

Did you blow up the barrel? It wouldn't let me leave combat till I blew up a barrell on the entrance side.
