Not really the sale is up to 22/6. I already refunded two games and got the money within 3 days, and rebought the same games discounted.
Also you get an answer very quickly between 10 min to hour, only the actual funds transfer takes up to 7 days but in most cases it takes much less.
Note: about the sale final date I'm talking about the summer sale not the daily/random flash sales.

For my request to refund hatred it took about 4 working days to get the acknowledgement, and then a further 4 for credit to my steam wallet.
No idea why some people get it quickly, while others have to wait.
Meh.
