How works "Open Inbuilt Cheat Menu"?

Hello,
I would like ask how works that "Numpad 3: Open Inbuilt Cheat Menu" in trainer, please?

In game works all right, for me, only "add money" and "add reputation".

But when I press Numpad 3. It said only "Trainer activated". But nothing was happend. :-(

I don't know where can I edit my stuff skills (to maximum) and etc...

Can somebody explain me how it works, please?

I too am curious about this if it is built into the game it should be accessible minus the trainer.
