Perks come from Influence, not Power. For those that are confused I'll explain what appears to be the issue.
Primarily the issue seems to be that increasing your Influence really fast at the start of the game is screwing up some of the story oriented conversations by making them happen before they are supposed to.
What people are asking for is an option that increases the number of Perk points directly without interfering with Influence in order to bypass this.
I just tested the Inquisition/Power points option and my influence level stayed the same level 3 but i received 99 perks and power points in the attributes page, more than enough to unlock everything, so it works fine.
I will ad though that the Numpad 0: option was added to the original trainer after release, maybe some people still have the original trainer without the new option. Just a thought but who knows, it works fine for me.

Yes thats exactly i was asking for, option which just increase perk amount - not influence level and not power. Since power aswell effects story and unlocknig missions and parts which are not suppose to be opened yet.

So don't unlock them and and make missions normally.

I just found out how you can get Inquisition perks with out rising Inquisition rank, my Inquisition rank is 4 but when I got 1 Inquisition perk I went to haven and just before I entered the war council room I pressed the Inquisition/power cheat then I entered the room and it showed I had 99 Inquisition perks as soon as I saw that I turned the cheat off and exited the room and when I checked my Inquisition rank it was the same but I now had 99 perks
