Anyone having this problem where you get insta fail on picking it the 1st time even though its just like 10% chance.. i've picked 4 locks with that % and i failed everything on the 1st pick

I have been on 70% and failed even with skill maxed.And later in the game it can be as low as 35% chance with the skill maxed.
