Have you tried typing "enablecheats" into the console before entering cheat commands? Many Unreal 3 games require this before god and the like will work. Also cheat commands are typically hidden from the command lists. As such there may yet be hope!
Enablecheats is an unrecognized command just like other cheat commands are in AVP3.
You should try running msconfig and disabling useless startup programs, restart your computer and then try playing the game.
Just curious, what were the 11 commands that the console listed up?

ClearPassword
connect
Help
ListCmds
ListVars
Mute
Password
Quit
Rcon
say
sayteam

Wonder if there's an additional command line you need to add to the launch option, Rebellion who made both the original AVP and AVP2010 had for it (the 1999 game) something like "avp.exe -debug -lampcxtr"
I also wonder if it uses the Far Cry 2 way of activating cheats by adding them directly to the launch command lines.
