As the topic says I want to know if they will be releasing a version of Mass Effect 4 for the PC?

Why wouldn't they? The franchise started on PC and has all 3 on PC why wouldn't the fourth be on PC?

They showed stuff on E3 this year, but it won't be about Shepard or his period of time.

Don't know what it's going to be about.

You might have confused it with GTA, Mass Effect launched on Xbox first.PC nearly 6 months later.

Am sure EA will have it launched on PC.

Technically there will be a 4th title... but its not ME4. If you follow me.
