its relevant because i want everything possible at the time before i start playing, so when i have to pay for skins/lvl caps, its bull****
you don't need to buy anything for Rome, except the 2 small map campaigns, the rest you can get from mods
but lets agree to disagree, i don't think we'll see eye to eye on this matter

I think you have it the wrong way about Drenus.
Borderlands 2 was about a hero who took on Jack and won. That is the bottom line of the story. Skins etc are cosmetic and not a part of the story and are there for fun, so the DLC that adds more is just extra. Same for the extra levels and extra area content, it is simply extra content.
But as others have said when a game asks you to pay for DLC to essentially unlock features that should be part of the main game then, that is bad.
Mass Effect 3, for example, has DLC that is borderline unlock and extra content at the same time. The Leviathan and From Ashes actually add extra content but at the same time is tied to the story line. So its a 50/50 thing. So it was understandable when people got a bit angry that Javik was a DLC character and not included in the main game.

I'm ok with the majority of DLC's offered for a game. Sometimes it's a look, others a style of weapons or vehicles. Sometimes it's new territory for a game that you've already become familiar with everything already offered in the base game. If We like a game, anything fresh is welcomed.
The only DLC that I had a strong objection to, was the one you had to buy to play Metro in Ranger mode. That should be part of the base game period. That, to me, was milking us for a buck and I resented it.
