I picked this game up yesterday on sale on Steam. Since I usually hate having to balance the economics in these games, I came directly to CH to look for a money trainer. Since it is an older game, I wasn't shocked to see that it was retired. On to CoSMOS. I was able to find and change the money (it is a float), but when going back to the game, I noticed an interesting button on the main menu. "Enter Game Editor".

You can use the in-game editor to modify just about anything in your current game. After starting a new game, hit ESC to bring up the game menu. Click "Enter Game Editor". The main screen of the game editor will let you do tons of things, including instantly setting the ownership of colonies to whichever empire you select. To modify your empire, click the Edit Empires button. Find your empire in the list, then click Edit Empire. On this screen, you can modify your money, reputation, name, race, colors, tech level, or even instantly complete research on specific items. IMO, this built-in editor completely negates the need for a trainer, which means the CH guys can focus on making more awesome trainers for the new games!

It does allow you to do some cheats. It won't give your ships unlimited fuel, or allow you to teleport place your fleets, or allow you to change your troops stats but anything you can actually DO in the game by playing it the editor will let you modify to your advantage. I tend to agree that the resources to create cheats for this game would be better served elsewhere since the editor will already give you ridiculous advantages but it would be fantastic to highlight my fleet and have all ships max fuel in an instant or be able to place them in the galaxy where I want very quickly. Even for a notorious cheater such as myself this is a little bit of overkill though.
