I guess they did a larger update then, game.pak and main.pak were updated but it also patched the game exe and it's 1.0.40.0 instead of 1.0.38.0, I'll see if I can find a changelog.
(This is probably how the game should have been released if it includes the previously missing localization and perhaps some other fixes.)

Pretty much, this includes the DLC that was surposed to have been included originally. Localisation will be released in bits as it's done by the different companies doing it. Larian aren't doing any of the localisations themselves
